I hope this email finds you well.
I hope you are enjoying the summer weather and festivities. My family and I really enjoyed the 4th of July and related 250th Anniversary festivities with friends and around town.
On Wednesday, July 8th, working with Heather Lis, Quincy’s Environmental Scientist, and several Ward 3 neighbors, I led an invasive plant species cleanup at 0 Harriott Ave in Montclair. This was followed later in the month by an effort with Scout Troop 42 at the Furnace Brook Golf Course, where Troop Leader Mandy and the scouts helped remove black swallow-wort vine from the fence on South Central Ave. I really appreciate Ms. Lis and Troop Leader Mandy’s partnership in this impactful effort to reduce the invasive plants that disrupt our important local ecosystem.
On Tuesday, July 21st, I joined the Quincy Fire Department as they formally unveiled new non-PFAS turnout gear for every Quincy firefighter. The City invested approximately $2.65 million to provide each firefighter with two complete sets of gear, strengthening protection and improving decontamination practices. This milestone reflects nearly a year of collaboration, accountability, independent testing, and a shared commitment to firefighter health and safety. You may watch this unveiling online below.

Quincy Fire Department Unveils New Non-PFAS Turnout Gear
Council Update
The City Council resumes its 2026 session this coming September.

Proposed Development Projects
100-150 Newport Ave Extension
Trammell Crow Residential (TCR) is creating a new transit-oriented residential community at 100 & 150 Newport Avenue Extension. The existing office buildings and associated surface parking lots will be replaced with 520 units throughout four multifamily buildings with landscaping, open space, and approximately 550 total parking spaces.
Inside the residential buildings, units will range from studios to three-bedrooms with Class A finishes. Future residents will have access to desirable common area amenities, including a clubhouse, resort-style pool, fitness center, co-working spaces, dog park, and on-site parking.
I hosted a community meeting on Tuesday, June 16th, at 6 PM at the location of the development at 150 Newport Ave Extension. Representatives from TCR were on-site to answer questions and take feedback. The meeting was well attended, and some valuable feedback was provided by residents. The next steps for this proposal are with the planning board, which is the permit-granting authority. The first public planning board hearing is scheduled for Wednesday, July 29th at 6 PM. This project is the 5th project on the agenda, so the start time for this project is not exactly known. At this meeting, we will learn about the project, the process for this project, and the public will be able to provide feedback. In advance of this meeting, I will be submitting compiled feedback I’ve received from residents. If you are unable to attend, you can still provide feedback at whubley@quincyma.gov. Given the size and scope of this project, I plan to ask that this matter be continued after this initial hearing to allow for additional time and input, as well as departmental and peer reviews.

Proposed New Business
11 Newbury St - Billiards Hall
Mr. Renming Chen proposes opening a new Billiards Hall with 4 billiard tables in this existing vacant building on Newbury St. The location has 9 parking spaces. Proposed hours of operation: Monday–Thursday: 12:00 PM – 10:00 PM; Friday–Saturday: 12:00 PM – 11:00 PM; Sunday: 12:00 PM – 9:00 PM; No kitchen or liquor license requested. A letter is being mailed to nearby residents. This matter will be before the licensing board on August 18th. You will find the agenda here when it is posted.

Nominations Open for 2026 Neat Neighbors Contest
Mayor Tom Koch announced that the City’s annual Neat Neighbors Contest is now receiving nominations for residents who maintain their properties in the spirit of a cleaner and greener Quincy. Residents who keep up their yards can be nominated, and 30 winners will be chosen at random in September from all properties that qualify. The contest was initiated by Mayor Koch to help recognize those residents who do their part to keep Quincy looking beautiful. People can nominate a neighbor, friend, relative, or complete stranger by emailing the Department of Natural Resources Program Manager, Paul Doherty, at pdoherty@quincyma.gov. Nominations can also be received by phone by calling (617) 376-1251. Nominations are open through Labor Day.

City of Quincy 16th Annual Candlelight Vigil
Wednesday, August 26th at 7 PM, the City of Quincy is hosting a candlelight vigil in memory of all those lost to overdose and substance use disorder. Residents can opt to include the name and photo of a loved one lost to overdose and substance use disorder. See details below.
