#33 Ward 3 Newsletter - 100/150 Newport Ave Ext Update, Pumpkin Spice Festival

October 12, 2026 Walter Hubley

Councilor’s Message

Hi Neighbors,

I hope this email finds you well.

On Friday, October 9th, I enjoyed joining the President of the Montclair/Wollaston Neighborhood Association and past Ward 3 City Councilor Kevin Coughlin on QATV to talk about community building, neighborhood advocacy, and their upcoming Pumpkin Spice Festival on Saturday, October 17th, from noon to 4 PM. You can watch us on QATV at the link below. Hope to see you at the festival!

On Saturday, October 10th, my wife Kathryn and I stopped by the annual Bocci Ball Tournament held by The Friends of Quincy Firefighters IAFF Local 792. All proceeds support the Ellie Fund, which helps patients and their families through essential support services for breast cancer patients.

Later that day, we had a great time with Neighbors on Forbes Hill at the Stoney Brea Road Block-toberFest! Thank you to Jeremy Newman and the friends who organized this get-together. Nice to hear music from PorchFest Quincy band Vintage Voltage, playing songs from the 70s, 80s, and 90s.

On Sunday, October 11th, we enjoyed stopping by the Scouts President's Trail Camporee, an invitational camporee hosted by the Quincy Friends of Scouting, bringing over 1,200 scouts to Pagents Field in Quincy. Packs from across Massachusetts and a few from New Hampshire joined together in Quincy to work on service projects, earn achievements, and take tours of Quincy’s historic sites. And of course, like any amazing scouting event, we burned things and got soaked in the rain.

Thank you for signing up for this eNewsletter. Please feel free to share it with friends and neighbors who may find this information helpful.

Sincerely,

Walter Hubley

City Councilor, Ward 3

The Montclair/Wollaston Neighborhood Association - Pumpkin Spice Festival Preview

Council Update

On October 5th, at 6:45, the council held an ordinance meeting to discuss Council Order 2026-123 - elected officials' salaries.

On October 6th, at 6 PM, the council held a public hearing on the use of Flock cameras (ALPR) in Quincy. followed by an ordinance committee meeting to discuss Council Order #2026- 104 about the same topic.

The next regular council meeting will be held on Monday, October 19th, at 7:30 PM. The agenda for this meeting will be published this Thursday. At the top of this meeting, I will be presenting two commendations from the Council:

  • A commendation to the Ruddercrew for their years of bringing neighbors together through the shared experience of music. The original band members are all from Ward 3, and they all have contributed so much to the local music scene.

  • A commendation to the Montclair/Wollaston Neighborhood Association on its 35th anniversary! So many great years of community building and neighborhood advocacy.

Prior to the next council meeting, our second Municipal Technology Committee Meeting will be held at 6:30 PM on the same night. In this meeting, we will talk about the municipal broadband project's current status and plans going forward.

I always want to hear how you feel about all topics before the council so I can best represent you and our neighbors. You may reply to this email or email me at whubley@quincyma.gov to provide any input or feedback you have.

Proposed Development Projects

100-150 Newport Ave Extension

Trammell Crow Residential (TCR) is creating a new transit-oriented residential community at 100 & 150 Newport Avenue Extension. The existing office buildings and associated surface parking lots will be replaced with 520 units throughout four multifamily buildings with landscaping, open space, and approximately 550 total parking spaces.

Inside the residential buildings, units will range from studios to three-bedroom units with Class A finishes. Future residents will have access to desirable common area amenities, including a clubhouse, resort-style pool, fitness center, co-working spaces, dog park, and on-site parking.

I hosted a community meeting on Tuesday, June 16th, at 6 PM at the location of the development at 150 Newport Ave Extension. Representatives from TCR were on-site to answer questions and take feedback. This meeting invitation was sent to over 4,000 nearby Ward 3 residents, shared to over 400 people over email, shared on social media, and reported on in the Patriot Ledger and QATV. The meeting was well attended, and some valuable feedback was provided by residents.

There was a planning board meeting on Wednesday, July 29th at 6 PM. I was greatly disappointed that the project document set that was submitted with the planning board application was almost identical to the design that was presented at the community meeting I hosted in June. At my request, the matter was continued to October 14th to afford more time for the applicant to consider community input. You can read the letter I submitted to the planning board here. You can watch the meeting segment in its entirety here.

On August 19th, State Representative Bruce Ayers and I contacted TCR to inquire about the traffic study performed by Vanasse Hangen Brustlin, Inc., with MassDOT staff involvement and awareness. It is important that MassDOT has a strong awareness of this project as it interacts with state roadways, specifically the Neponset Bridge. I appreciate Representative Ayers’ partnership on this important aspect of this project.

LATEST UPDATE: On October 9th, TCR submitted new plans for the October 14th planning board meeting. You may find them here. These plans will be presented at the Planning Board Meeting on Wednesday, October 14th.

Among the changes as a result of public input:

TCR will be making their buildings solar-ready, which entails providing for the vertical pathways, roof penetration, and a roof that can support the panels.

  • TCR will be purchasing a strip of land between the two parcels that consists of 5,000 sq ft of additional land.

    • This strip of land is most recognizable in the existing office building site image below, where the word “Site” is shown.

    • As compared to the current office park condition, which affords 10% greenspace, the latest proposed TCR affords 30% greenspace. A total of 1.8 acres of net new greenspace.

  • TCR has reconfigured the sidewalk on Newport Ave Extension to provide a buffer for the sidewalk for the street.

The planning board is the permit-granting authority. If you are unable to attend, you can still provide feedback at whubley@quincyma.gov. The full document set for this proposed project can be found here.

Cradles to Crayons & CultureKind Clothing Drive

From October 5th - 23rd, CultureKind, led by Ward 3 friend and neighbor Mihaela Rusu, is partnering with Cradles to Crayons on a clothing drive. Please see the details below.

School Committee Member Kathryn Hubley - Hats and Mittens Drive!

For the past 18 years, my wife Kathryn Hubley has organized the New Hats & Mittens collection for Quincy Public Schools kids in need. Every year, about 200 students - kids in foster care, experiencing homelessness, or from homes where keeping the heat on comes before buying winter gear - need something warm. School nurses discreetly distribute the items and tell us every year how much they’re appreciated.

New hats, mittens, gloves, scarves, or socks are welcome - store-bought or handmade, all sizes from preschool through high school. Please help us keep our kids warm this winter.
