Hi Neighbors,

I hope this email finds you well.

I realize my last newsletter was just this past Monday, so this one will be brief. Still, I wanted to share this heat advisory (see below) and some information about events over the Fourth of July holiday in the Community Calendar section. I’ve also included two videos: Mayor Koch’s Fourth of July message and the recent Korean War Wreath-Laying Ceremony, where I was honored to deliver remarks both as Chair of the City Council’s Veterans Services Committee and as the son of a World War II and Korean War veteran.

I also want to wish you a wonderful Fourth of July holiday! My wife and I plan to attend several of the festivities around town, and we’ll enjoy the fireworks on both the 4th and the 5th with friends down in Houghs Neck - something our family has done for the past 15 years.

Over the summer months, this newsletter will take a slower cadence, but I will still keep you informed of important matters in Ward 3 and across the city.

Important Safety Notice

HEAT ADVISORY – QUINCY, MA

A Heat Advisory is in effect for Quincy and surrounding areas. Hot temperatures and high humidity can increase the risk of heat-related illnesses.

The Emergency Management Department is closely monitoring heat conditions over the next several days and working with our partner agencies throughout the City. The Thomas Crane Public Library and the Kennedy Center are available as cooling centers during regular business hours on Thursday. EMD will be staffed and prepared to activate additional resources during the holiday weekend in case of a widespread power failure or similar emergency. For assistance, please call 617-376-1105.

Please take the following precautions:

  • Stay hydrated by drinking plenty of water.

  • Limit outdoor activities, especially during the hottest part of the day.

  • Wear lightweight, light-colored clothing.

  • Stay in air-conditioned buildings whenever possible.

  • Never leave children or pets unattended in a vehicle.

  • Check on older adults, neighbors, and anyone who may be vulnerable to the heat.

If you experience symptoms such as dizziness, confusion, nausea, or excessive sweating, move to a cool place immediately, drink water, and seek medical attention if symptoms worsen.

Stay informed by monitoring local weather updates and follow guidance from local officials. More information to follow on the City of Quincy's Website. Quincy's Emergency Management team will be working and available this weekend with both Police and Fire.

Please stay safe and help protect those most at risk during this period of extreme heat.

Proposed Development Projects

100-150 Newport Ave Extension

Trammell Crow Residential (TCR) is creating a new transit-oriented residential community at 100 & 150 Newport Avenue Extension. The existing office buildings and associated surface parking lots will be replaced with 520 units throughout four multifamily buildings with landscaping, open space, and approximately 550 total parking spaces.

Inside the residential buildings, units will range from studios to three-bedrooms with Class A finishes. Future residents will have access to desirable common area amenities, including a clubhouse, resort-style pool, fitness center, co-working spaces, dog park, and on-site parking.

I hosted a community meeting this past Tuesday, June 16th, at 6 PM at the location of the development at 150 Newport Ave Extension. Representatives from TCR were on-site to answer any questions and take your feedback. If you were unable to attend, you can still provide feedback at whubley@quincyma.gov.

Invasive Plant Species Clean-up

On Wednesday, July 8th, 9 AM - 11 AM, join City of Quincy Environmental Scientist Heather Liss and Ward 3 City Councilor Walter Hubley for an invasive plant species clean-up at 0 Harriet Ave. Wear clothes and shoes that you don’t mind getting dirty. If you have gardening tools and gloves, please bring them, but we will have some to borrow as well.

What Are Invasive Plants, and Why Do They Matter?
Invasive plants are non-native species that spread aggressively, often unchecked by local predators. In Massachusetts, they harm biodiversity, clog waterways, and can become neighborhood nuisances.

Nominations Open for 2026 Neat Neighbors Contest

Mayor Tom Koch announced that the City’s annual Neat Neighbors Contest is now receiving nominations for residents who maintain their properties in the spirit of a cleaner and greener Quincy. Residents who keep up their yards can be nominated, and 30 winners will be chosen at random in September from all properties that qualify. The contest was initiated by Mayor Koch to help recognize those residents who do their part to keep Quincy looking beautiful. People can nominate a neighbor, friend, relative, or complete stranger by emailing the Department of Natural Resources Program Manager, Paul Doherty, at pdoherty@quincyma.gov. Nominations can also be received by phone by calling (617) 376-1251. Nominations are open through Labor Day.

#22 Ward 3 Newsletter - Pay Raises, PorchFest, and Pride

Hi Neighbors,

I hope this email finds you well.

On Thursday, June 25th, I joined American Legion State Commander Robert Jerden, and Past American Legion State Commander Fred White at the annual Korean War Wreath-Laying Ceremony. Often referred to as the "Forgotten War," the Korean War is not forgotten here in Quincy, MA. It was an honor to be asked to speak on this important occasion and share brief remarks about my father's experience serving in both WWII and the Korean War.

On Friday, June 26th, I joined the Quincy Chamber of Commerce and Mayor Tom Koch for the Farmer's Market ribbon-cutting at Kilroy Square. A great selection of produce and other goods for sale, along with some live music by Matt Demo. I picked up some Pão de queijo (Brazilian cheese bread) - it was very good.

This past Saturday morning, I stopped by to join Ruoyuan Li, from Scout Troop 42, at the Quincy Veterans Services Department Headquarters on High School Ave. Ruoyuan is working toward his Eagle Scout rank by completing his Eagle project to benefit the veterans in Quincy. He chose to benefit the veterans of Quincy because his great-great-grandfather and great-grandfather were both veterans. Ruoyuan and the scouts created a resting area by installing three benches to improve the outdoor area and create a more welcoming environment.

Just shortly after my visit with the Scouts, I stopped by Quincy Pride to attend their annual Pride Day. Such an energetic crowd and a wonderful event! Congratulations to my colleague, Councilor Richard Ash, for a great showing in his final year as president of Quincy Pride.

After stopping by Pride Day, my family and I, along with several volunteers, got to work managing PorchFest Quincy. This is our 9th year running this city event, which attracts approximately 20,000 attendees. We hosted 110 performances across three neighborhoods, including food and beverage services. As the event’s founder and lead organizer, I’m proud of what our small team of volunteers has created. Once again, it was a wonderful day full of great music and community building. This event takes months of planning and effort, yet it’s run at no cost to Quincy taxpayers. All funding for expenses such as porta-potties, the website, advertising, and more over the past 10 years has come from fundraising efforts and shirt sales by our dedicated volunteers.

Over the summer months, this newsletter will take a slower cadence, but I will still keep you informed of important matters in Ward 3 and across the city.

Council Update

In our final meeting before the summer break, the Council voted to repeal the pay raises for city councilors and the mayor that were approved by the previous council. Quincy voters have made it clear they want a more transparent process for setting compensation for elected officials - compensation that is long overdue for review. I look forward to a robust discussion this fall on appropriate pay adjustments for these positions.

#21 Ward 3 Newsletter - The last council meeting before the break

I hope this email finds you well.

On Friday, June 12th, I was joined by Satoru Nakagawa and Yukiko Fujii of the Tokyo Tramps on Currently in Quincy on QATV to talk about PorchFest Quincy. The Tokyo Tramps have an amazing story about the American Dream. Inspired by music from an American radio station in Japan, Satoru and Yukiko left their homeland to pursue their dreams of creating the music that inspired them. They’ve been performing at PorchFest Quincy since the beginning, so it was especially meaningful to have them join me to share their story. You can watch the interview below.

On Saturday, June 13th, I joined my colleagues in government and walked in the Flag Day Parade. The weather was beautiful, and the event did not disappoint, with thousands of residents cheering the floats and enjoying the fireworks display. A wonderful Quincy tradition!

On Sunday, June 14th, I attended the Fire Fighters Memorial Service honoring firefighters who have fallen in the line of duty. It was a moving tribute to their sacrifice.

At the Monday, June 15th City Council Meeting, I had the honor of recognizing Girl Scouts leaders Courtney Joyce, Cindy Trillcott, Donna Yang, Lisa Patacchiola, Gail Jacobs, Jenni Torres, Gail Spring, Liz West, and Amanda Diaz for their achievement and leadership in scouting. The City Council also recognized Girl Scouts Cora Wilson, Eloise Rychalsky, Greta Tolentino, and Caroline Martinez for their award for their "Recess Carts for Squantum School," which improved outdoor play opportunities for students during the school construction. A wonderful example of being a part of the solution!

On Tuesday, June 16th, I hosted a community meeting about a proposed development project at 100-150 Newport Ave Extension - the former site of Granite Telecommunications. With telecommuting and hybrid work schedules here to stay, Granite Telecommunications consolidated its operations into a single building across the street behind State Street South, and a national real estate developer is proposing 520 units similar to those of the Abby on Hancock Street. I really appreciate the thoughtful questions and comments residents brought forward to the developer. As your ward councilor, I have held seven community meetings about projects in the ward in the past 6 months. It’s important for you to have an opportunity to engage and provide feedback on major changes in your neighborhood. If you were unable to attend, you can still provide feedback at whubley@quincyma.gov, and I will submit it to the planning board. When I get more information, I will share it.

This past weekend, my wife and I took some time away to visit Newport, RI, to visit a few of the surrounding vineyards. It was a wonderful yet brief getaway to recharge after a busy council session.

I spent Father’s Day working with my son to install PorchFest Quincy yard signs at performance locations and then enjoyed a nice dinner with my family at the Scarlet Oak Tavern in Hingham, MA.

PorchFest Quincy Update on Currently in Quincy with the Tokyo Tramps


Council Update

Oversight Committee Meeting – Monday, June 22, 2026

The Quincy City Council Oversight Committee, chaired by Councillor David A. Jacobs, will meet Monday, June 22, at 6:00 p.m. in the Great Hall at Historic City Hall.

The committee will address three main items:

  • Council on Aging Department Head Theft & Federal Charges (Order 2026-056): A review of city purchasing, accounting, HR, finance, and IT processes following the guilty plea of a former department head to embezzlement, mail/wire fraud, and related charges. The resolution calls for an evaluation of internal controls and possible engagement of an independent consultant or auditor, with findings due back to the Council within 30 days.

  • Quincy Housing Authority Board – Appointment Process Review (Order 2026-100): The Mayor (or designee) has been requested to appear and provide detailed information on recent appointments to the Housing Authority Board, including qualifications, prior service, compliance with state law (M.G.L. Ch. 121B, §5) regarding tenant representatives, and the overall selection process.

  • Quincy Housing Authority Board – Tenant Representation (Resolve 2026-101): A resolution encouraging stronger tenant representation on the Housing Authority Board, with specific support for qualified representatives from both family housing and elderly/disabled housing communities to better reflect the diverse populations served.

Ordinance Committee Meeting – Monday, June 22

The Quincy City Council’s Ordinance Committee will meet on Monday, June 22, at 7:05 p.m. in the Great Hall at Historic City Hall.

Chaired by Councillor Maggie McKee, the committee will review three proposed ordinances aimed at repealing the controversial 2024 pay raises for elected officials:

  • 2026-030: Repeal of the City Council’s salary increase (Ordinance 2024-056), which raised councilor pay to $44,500.

  • 2026-029: Repeal of the Mayor’s salary increase (Ordinance 2024-055), which raised the mayor’s pay to $285,000.

  • 2026-031: Repeal of future automatic annual cost-of-living adjustments for the Mayor and City Councilors.

These items were introduced earlier this year as part of efforts to undo the raises approved by the previous Council.

Foster Care and Adoption Information Session

Learn about foster parenting and adoption through foster care from the Department of Children and Families (DCF) and the Hubley family.
This informative session, presented by DCF and the Hubley family, will explain the process of becoming a foster parent, the pathway to adoption through foster care, and the first-hand experiences of being foster parents — shared by Walter and Kathryn Hubley.

#20 Ward 3 Newsletter - Budget Season, Development Project Updates

I hope this email finds you well.

On Sunday, May 31st, my wife and I attended the annual pride flag raising at the Church of the Presidents. Hearing words of current and past experiences from members of the Pride Committee was impactful.

On Monday, June 1st, at the City Council Meeting, I had the honor of recognizing Master Sargent John DeLorenzo for his many years of service to our country, our city, and the Air Force Junior ROTC. It was so touching to see how many cadets showed up for this recognition, and it was great to hear from one of his past cadets, my friend Andrew Pham. You can watch the recognition ceremony here.

On Friday, June 5th, I enjoyed helping out at Wollaston School PTO Family Fun Day at Safford Park. Seeing so many families involved and engaged with the PTO makes me very proud of my alma mater. I also love seeing the park activated with events like this. Congratulations to Mihaela Rusu for an outstanding four years as PTO president, and best of luck to incoming president Jean Luc Dushime.

Later that evening, the PorchFest team hosted a PorchFest Quincy Beer Release Party with our friends at Break Rock Brewing at Kilroy Square. The watermelon larger was a big hit and sold out at the event! Another big hit was a performance by the Tokyo Tramps - a local band that has been performing at PorchFest Quincy since our first year.

On Saturday, June 6th, I enjoyed attending the Harvey’s saltwater fishing club (HSWFC) fundraiser tonight at Quincy Yacht Club. HSWFC provides a day of fishing and a luncheon for over 200 disabled veterans from area hospitals. Wonderful turnout for a great cause!

On Sunday, June 7th, we attended the Quincy Police Memorial service, honoring those we lost in the line of duty this past year.

On Monday, June 8th, I attended the North Quincy High School Graduation Ceremony (my alma mater), and on June 9th, I attended the Quincy High School Graduation Ceremony. We have some amazingly talented students in our great school system. Best of luck, Class of 2026!

Project Updates

65 Newport Avenue Proposal - APPLICATION WITHDRAWN

D.E. Foods, LLC proposed a redevelopment of a portion of the existing surface parking lot to build a 2,210 sq ft Taco Bell restaurant with a drive-thru in the existing Stop & Shop parking area. After hearing feedback on the project from local residents, the applicant decided to withdraw the application and seek a new location. Thank you to the residents who attended the two community meetings I hosted for this project. It was your partnership and contribution to this process that led to the end result. Thank you!

117 Beale St Project Update (approved back in 2022)

A new construction project at 117 Beale St that was approved back in 2022 but delayed is back on track. This is the location of the old Abdon Automotive Garage next to the Wollaston Fire Station. You may have noticed the fence going up around the property, and the demolition is almost completed. This project includes 22 rental units with 33 underground parking spaces. I was not the Ward councilor at the time of this project’s approval, but it's important to me to make sure you are informed about what’s happening in the ward.

I remember, as a kid, stopping by this garage and buying a glass bottle of Coca-Cola for $0.25 from the old-school Coca-Cola vending machine at Abdon’s Garage. One thing I was pleased to learn is that the new structure will feature the three emblems from the original automotive garage. I saw the emblems removed just the other day. It will also feature the same style brick on the first floor of the new structure.

New Project

100-150 Newport Ave Extension

Trammell Crow Residential (TCR) is creating a new transit-oriented residential community at 100 & 150 Newport Avenue Extension. The existing office buildings and associated surface parking lots will be replaced with 520 units throughout four multifamily buildings with landscaping, open space, and approximately 550 total parking spaces.

Inside the residential buildings, units will range from studios to three-bedrooms with Class A finishes. Future residents will have access to desirable common area amenities, including a clubhouse, resort-style pool, fitness center, co-working spaces, dog park, and on-site parking.

There will be a community meeting on Tuesday, June 16th, at 6 PM at the location of the development at 150 Newport Ave Extension. Representatives from TCR will be on-site to answer any questions and take your feedback.

This newsletter is a special Eastern Nazarene College (ENC) edition. It brings together key information about the City of Quincy’s potential purchase of the ENC campus. My goal is to give you a single, clear communication that provides a solid foundation of the relevant facts about this proposed transaction. Please review the information below, and if you have any thoughts, I would love to hear them.

I am approaching this decision with an open mind, carefully weighing both the pros and cons. As a taxpayer myself, I am sensitive to the potential impact on our tax bills. At the same time, I am mindful of the real opportunities this purchase could create for our city—an improved library for the Wollaston area, expanded education and child services, stormwater mitigation for a neighborhood that regularly experiences flooding, 55+ housing, options for first-time homebuyers, and other benefits for Quincy residents.

Hi Neighbors,

I hope this email finds you well.

On Monday, May 18th, I stopped by Cub Scout Pack 42’s last Pack meeting of the year on my way to last night's Finance Committee meeting. Congratulations to the scouts and their achievements as they progress through the ranks. Congratulations, Scout Leader Kai Lee and leadership team, on a great year in Scouting!

On Wednesday, May 20th, I attended the Quincy Veterans’ Council (QVC) meeting where Master Sargent DeLorenzo was honored by Chief of Courts Walter Timilty and our State Delegation for his many years as NQHS AF JROTC leadership.

After the QVC meeting, I joined my fellow Rotarians at our Annual Gala. Congratulations to the Rotary Club of Quincy for another successful Gala! The Rotary Club awards over $30,000 in scholarships each year to deserving Quincy students, among many other worthy causes. Congratulations to my friends Caryn Smith (Ward 3 neighbor) and Barbara Clarke for their well-deserved recognition for years of service!

On Monday, May 25th, the City of Quincy held its Memorial Day services at Quincy High School. Regrettably, I could not attend as I had a personal commitment in California over the weekend and could not make it back in time. The service was very well done. The speaker was Michael Sullivan, Assistant Director of Quincy Veterans Services, lifelong Quincy resident, and proud United States Marine Corps veteran, whose touching words reminded us of the courage and sacrifice that Memorial Day represents. I grew up across the street from Michael’s family for most of my life - such a wonderful family. If you missed the services, you can find a link to the QATV video below.

On Thursday, May 25th, at 6 PM, I attended Quincy Asian Resources, Inc.’s (QARI) 25th Anniversary at Ming Seafood in North Quincy. Congratulations to Phillip Chong, QARI’s CEO, and the team for an outstanding celebration of this impressive milestone. I’ve been attending this annual celebration for many years. It is always well attended the food is amazing.

On Saturday, May 30th, I joined the Quincy Tree Alliance (QTA) for the planting of two trees at the Lincoln Hancock School in West Quincy. The 12-foot American Elm and 7-foot Easter Redbud plantings were done through a Community Preservation Act (CPA) grant. I love seeing all these trees going up around the city. Last year, as President of the Wollaston Hill Neighborhood Association, I partnered with the QTA to plant two trees at Safford Park.

After the tree planting, I joined the Veterans Services team for the naming and dedication of our Veterans’ Services Office in honor of John P. "Jake" Comer, Past National Commander of the American Legion. Such a fitting dedication to a person who served his country and our great city in so many ways.

After the building dedication, I attended Pack 42’s Step-Up ceremony. As a former scout and den leader, it makes me proud to see such a vibrant and energetic Pack going strong. It was an honor, on behalf of Mayor Tom Koch, to present a proclamation that, going forward, May 30th will be Kai Lee Day in the City of Quincy! Also, congratulations to Mandy Scaff on becoming the next Scout Master for Pack 42.

Council Update

The Quincy City Council will hold its next regular meeting on Monday, June 1, 2026, beginning with a Finance Committee session at 6:00 PM. Committee members will discuss Order 2026-085, which calls on the administration to deliver a two-fiscal-year capital bonding plan and detailed financial projections for the city’s major upcoming projects. Immediately afterward, the committee will take up the proposed acquisition of the former Eastern Nazarene College campus, including Order 2026-076 (authorizing the land purchase) and a companion $22.5 million appropriation (2026-077).

The full City Council meeting begins at 7:30 PM and opens with a special honoring of Master Sergeant John DeLorenzo for his leadership of the Air Force JROTC program.

Following the Residents Open Forum and public comment period, councillors will consider Order 2026-092, sponsored by Councillors McKee, Jacobs, Mahoney, and Ryan. The order requests $35,000 in new contracted-services funding for the City Council budget—$2,500 per councillor and $12,500 for council-wide use—to help members better oversee the city’s half-billion-dollar annual budget, $1.8 billion debt portfolio, property acquisitions, and local ordinances.

The agenda closes with a review of several Open Meeting Law complaints filed in connection with the May 18, 2026, meeting. The meeting is open to the public. Full documents are available on the City of Quincy website here.

#17 Ward 3 Newsletter - Budget Season, Live Music, and Jr ROTC

Hi Neighbors,

I hope this email finds you well.

This past Thursday, May 14th, I attended the NQHS Jr ROTC Banquet. It was a pleasure to join my wife in presenting a scholarship to two deserving cadets. We really appreciate their contribution to our community and for their support of both PorchFest Quincy and Wollaston Hill Neighborhood Association's Saturdays in the Park concert series. Such amazing kids and a wonderful program.

On Friday, May 15th, I attended the Quincy Chamber of Commerce Leadership Breakfast with Chris “Chowda” Hill, a former Montclair resident and the only commanding officer of two aircraft carriers to serve in combat since WWII. Very thoughtful remarks on leadership and the importance of morale.

Saturday, May 16th, was a busy day, starting with a visit to the Wollaston Garden Club plant sale to purchase our tomato plants for the front porch. It was nice to see such a great turnout for the sale and to run into neighbors and garden club members Jo Costello and Emily Lebo, among others.

After the plant sale, my wife and I stopped by the Montclair May Festival to congratulate the Montclair PTO on their 90th event - quite a milestone. Such a fun event for the kids with music, crafts, and inflatable rides. I always love a good raffle as well.

After the May Festival, we attended the Girl Scouts Awards Banquet at the Tirell room, where the Quincy Service Unit received the President’s Award, and our Ward 3 neighbor Donna Yang received two volunteer leadership recognition awards from the Girl Scouts of Quincy. Well deserved!

Later that day, we stopped by the Classic Rock Concert at the Hancock Adams Common to listen to the J Giles tribute band, followed by some shopping at Two Trunks Quincy Pop Up Shop. We then stopped by the Kilroy Square Beer Garden by Break Rock Brewing.

On Sunday, May 17th, I spent the morning learning about the Ward 3 stormwater management infrastructure so I can be better informed and advocate for improvements. Starting at Newport Ave Extension, to Division Street, to the Bog, to Ballou Street, to the Roosevelt Road pumping station, and more. Ward 3 has important stormwater infrastructure that serves the community well, but can always be improved upon.

Later that afternoon, we attended the Sons of the American Legion Memorial Day Ceremony on Flag Island at Fort Square to hear meaningful remarks by guest speaker Command Master Chief Paul Marshall.

Council Update

On Tuesday, May 12th, the Council held an oversight and finance meeting. In the oversight meeting, we reviewed properties purchased by the city and their current uses. In the Finance meeting, we reviewed the budget - a process that will continue throughout the month and into June. You may watch the meeting here.

On Monday, May 18th, the Council will hold a Public Hearing at 6:30 PM, followed by an Ordinance Committee Meeting at 6:35 PM, and finally a City Council Meeting at 7:30 PM. You can find the full agenda here.

In the Ordinance meeting, we will continue discussions about elected officials' compensation.

The Council meeting will include an ENC legal update, an update to council rules, and a request of the Administration to provide a two-fiscal-year bonding plan with projections for major projects.

Hi Neighbors,

I hope this email finds you well.

On Tuesday, May 5th, I attended the opening ceremony for the Senior Olympics at the Kennedy Center. Lots of fun and some intense competition!

On Thursday, May 7th, I got together with Cub Scout Pack 42 and some neighbors for Cleaner Greener Quincy 2.0 at Stoney Brea Park near the Furnace Brook Golf Course. Thank you to Artery Garden Center for donating so many beautiful plants and to Scout Leader Kai Lee for his leadership in our community. The scouts did a great job! Also, thank you to neighbor Kathy Nason for identifying the need for beautification at the park and for getting us started with some of the ground prep the day before.

Lastly, I’ve spent the past week hosting family visiting from England. We toured some historic attractions and had a great dinner at Alba in Quincy Center.

Council Update

On Monday, May 4th, the City Council kicked off the budget season. You can watch the meeting here. The meeting also introduced the proposed purchase of the former Eastern Nazarene College campus for $21M.

Tonight, the City Council has an oversight committee meeting at 6 PM - you can find the agenda here. Later this evening, there is also a public hearing and a finance meeting at 7:30 PM - you can find the agenda here. We have a lot to cover, reviewing several city department budgets.

If you have any specific questions about the budget, please use this Google Form, and I will do my best to get your question answered.

#15 Ward 3 Newsletter - Budget Season, Cleaner Greener, and Veterans Events

Hi Neighbors,

I hope this email finds you well.

On Friday, April 24th, the Neponset River Watershed Association and Corporate Partner Ahold Delhaize USA, parent company of Stop & Shop, organized a cleanup at 0 Harriet Ave. The City of Quincy purchased this parcel a few years ago to preserve it as open space after strong advocacy from The Neponset Watershed Association and the Montclair/Wollaston Neighborhood Association. I truly appreciate our corporate partners and their contribution to our city!

Last weekend, my family stayed at a Cape Cod house we won in a Bernazzani School PTO silent auction last year. Although the weather was chilly, it was nice to escape our daily routines and enjoy some 'forced family fun' with the kids.

On Wednesday, April 29th, my wife and I attended the first Quincy Firefighters Ball at Granite Links, a great community building event for our firefighters and their spouses. It’s wonderful to see how our first responders support each other and their families in such a challenging and important role in our city.

On Thursday, April 30th, I attended Quincy’s Vietnam War Veterans Day Ceremony, where LCOL James Walsh, USMC (Ret.) POW delivered a powerful keynote at the Marina Bay Clock Tower. He shared an incredible story of service to our country.

That evening, I attended the wake for Quincy’s own Mildred “Millie” Cox, a U.S. Marine Corps WWII Veteran. Millie was a true trailblazer, a proud Marine, and a lifelong public servant who passed away at the age of 102. Millie enlisted in the United States Marine Corps Women’s Reserve on her 20th birthday and served in Aviation Women’s Reserve Squadron 15 at the U.S. Marine Corps Air Station in Cherry Point, North Carolina, during World War II. Her service helped pave the way for generations of women who followed in the armed forces. Last year, on the campaign trail, I spoke with a very nice neighbor who was a good friend of Millie, who offered to loan me the book that Millie authored in 2024 titled “A Sincere Life.” I look forward to reading it over the coming weeks.

Later that evening, I joined the Quincy Lions Club as they celebrated 85 years of service by honoring Dr. Allan Yacubian (Mr. Yakoo!) with the Francis X. McCauley service award. This event raised money to help improve many lives through much-needed vision care. Congratulations to my Quincy Lions friends on a successful event!

On Saturday, May 2nd, I was out and about visiting Cleaner Greener effots across the ward. Having led the effort at Safford Park for the past 15 years it was wonderful to see new president of the Wollaston Hill Neighborhood Association Bob LaRocca continue the effort at the park with a great group of volunteers. Thank you to the Rotary Club of Quincy for helping out at the park as well. It was also nice to see David Potter and the Quincy Tree Alliance again taking lead at Forbes Hill, with a team of students from both Quincy and North Quincy High School.

Council Update

On Monday, April 27th, the City Council took up several matters, including an overview of the Community Preservation Act and a city debt overview, in preparation for this year’s budget season. You can watch the meeting here. The city has made substantial infrastructure investments that have stimulated development in the downtown. This investment has created a level of debt that needs to be carefully considered in the council’s future decision-making process. I am particularly interested in our return on investment for this infrastructure work. Specifically, is the revenue from the new development covering debt services for this infrastructure work? The city finance team is working on this analysis, and I look forward to that review.

This coming Monday, May 4th, the City Council has a meeting where we kick off the budget season. You can find the agenda here. This Monday’s meeting will also feature a proposed purchase of the former Eastern Nazarene College campus for $21M. This council certainly has a lot of work ahead for the next two months!

Hi Neighbors,

I hope this email finds you well.

On Tuesday, April 14th, I attended my first Affordable Housing Trust meeting. Having worked in the affordable housing market for the past eight years, I’m excited to bring what I’ve learned to this committee. I have a lot to learn about the role and process of this new committee assignment, and I appreciate Mayor Koch and Council President Mahoney for the opportunity to serve.

On Wednesday, April 15th, my wife and I attended the Wollaston Elementary School PTO Parents Night Out! It was nice to spend time with friends and neighbors. This PTO has some tremendous family engagement and energy - It makes me proud to be an alumnus.

Saturday, April 18th, we attended Roads & Rivers, a soft rock concert at Hancock Adams Common, and enjoyed the sounds of Gordon Lightfoot, Cat Stevens, and Harry Chapin. It’s wonderful that the city hosts these great music events!

Wednesday, April 22nd, I attended an Earth Day event with Quincy Climate Action Network (QCAN) and participated in an interactive climate simulator called En-ROADS, with a focus on Quincy-specific climate solutions. It was interesting to model out changes to energy policy and see the impact over time.

Earlier this week, I was in touch with a neighbor who had an American flag attached to a tree in front of their house that needed replacing. I connected them with the Scouts from Pack 42, who were excited to help. You can see the new flag in the photos below—it looks great! Thank you to Pack 42 for helping our neighbor!

Council Update

On Monday, April 27th, we have a Finance Committee Meeting at 6:35 PM, followed by a 7 PM City Council meeting. You can find the agenda here. The Finance Committee meeting will continue our discussion on financial safeguards.

The City Council meeting will include an overview of the Community Preservation Act to help acquaint councilors who are new to CPA with the program and how it works. I did a CPA project back in 2014 for the renovation of Safford Park on Beale Street—it’s a great program. The City Council meeting will also include a comprehensive finance and city debt presentation, as well as a resolution I collaborated on with Councilor McKee in support of H.1014/S.588—An Act Establishing a Climate Change Superfund.

On Monday, April 6th, I attended the “topping off” ceremony for the new Squantum Elementary School. It was a great reminder of the tremendous hard work by the Quincy Buildings Department in managing this project and the high-quality craftsmanship of our building trades. The school is scheduled to open in September 2027. It was wonderful to join Squantum families, colleagues in government, and others in signing the final top beam.

On Tuesday, April 7th, I joined several colleagues in celebrating Boston Scientific’s achievement of TRUE Zero Waste Gold Certification—an impressive accomplishment for a facility right here in Quincy.

Later that evening, I attended a presentation by The Inner City Capital Connections (ICCC), a tuition-free, 40-hour “mini-MBA” executive leadership program designed to help small business owners in under-resourced communities build capacity, accelerate growth, and access capital. It was truly inspirational to hear from the program participants about how the training has helped their businesses thrive.

That same evening, I attended the Sustainable Quincy Eco Action presentation led by City of Quincy department heads at the Thomas Crane Public Library. It was impressive to learn about all the work the city is doing to advance environmental sustainability.

This past Saturday, April 11th, I met with my colleague, Ward 5 Councilor Maggie McKee, at Panera Bread to discuss parking and a number of other shared priorities. Since Wards 3 and 5 border each other in several areas, we have plenty of topics to collaborate on.

For the rest of the weekend, I finally tackled two years of deferred landscaping maintenance at home. Between last year’s campaign and everything else on the plate, the property had fallen behind—so it’s an uphill climb this spring, but I’m making solid progress.

Finally, Happy Songkran (Thai New Year)! From April 13th to 15th, Thailand, Laos, Cambodia, and Myanmar celebrate their New Year by returning home, honoring elders, and joyfully spraying one another with water. I first learned about this wonderful tradition during trips to Thailand in support of Friends of Thai Daughters (FTD), the nonprofit that helps rescue children from human trafficking. My wife and I love spending time with the kids in the program both during our visits there and when they come to the U.S. Click here to watch a funny video I made last year for the kids and staff at FTD.

Planning Board Meeting Agenda

This past Wednesday, April 8, the Planning Board was set to consider a Ward 3 project for a proposed Taco Bell in the Stop & Shop parking lot at 65 Newport Ave. I’ve held two community meetings for this project—one on March 11 and the most recent on April 1 (an attempted meeting in February was canceled due to a storm). After receiving this feedback, the applicant asked to have the matter continued to a TBD planning board meeting while they work to address neighbors’ concerns. Thank you to everyone who attended and to those who emailed me with your thoughts and concerns - your input matters.

Tomorrow (4/14) AND Thursday (4/16), we will be striping the double yellow center lines throughout the city beginning at 9 PM. The double yellow lines and white edge lines are repainted each spring to enhance visibility. This work is done overnight to have less impact on traffic. If you see the caravan of trucks, please leave space and adhere to signage. Do not attempt to drive over the wet yellow paint!

#12 Ward 3 Newsletter - City Council Meeting, Ward 3 Project, and Remember the Ladies

Hi Neighbors,

I hope this email finds you well.

Over the past several years, my wife and I have supported an organization called the Friends of Thai Daughters. Ethnic minority girls growing up in hill tribe villages in Thailand face significant risks of becoming victims of human trafficking, child marriage, abuse and exploitation. Gender inequality starts at birth when scarce resources limit girls’ access to education, health care, mobility and independence.

On Monday, April 6th, I joined a few of my colleagues in government, along with many Squantum families, for the Squantum Elementary School Topping-off ceremony. Along with many others, I was able to put my John Hancock on the final steel beam for the school’s supporting structure and watch as it was placed atop the new school. I’m excited to see yet another school building well on its way to completion. No other city in the state has made the progress in building new schools with the help of the Massachusetts School Building Authority (MSBA).

On Tuesday, April 7th, I enjoyed celebrating Boston Scientific's achievement of TRUE Zero Waste Gold Certification and got a tour of their warehouse operations. An impressive achievement and facility right here in Quincy.

Later that evening, I attended a presentation from the Inner City Capital Connections (ICCC) program, a tuition-free, 40-hour "mini-MBA" business accelerator designed to help local small business owners in under-resourced communities build capacity, gain mentorship, and access capital to grow. It was inspiring to hear from the participants about how the program helped them advance their business.

This past Saturday, I met up at Panera Bread with my colleague, Councilor Maggie McKee, to discuss several things, including proactive parking measures on streets where our two wards meet. Wards 3 & 5 have several areas in common, so we have a lot to collaborate on to make progress for the residents of our respective wards. This collaboration will likely include a joint community meeting in early fall.

Council Update

On Monday, April 6th, we have an Oversight Committee meeting starting at 6:30 PM, followed by an Ordinance & Public Works Committee Meeting at 6:45 PM, and our regular City Council Meeting at 7:30 PM.
On the council meeting agenda, we will discuss a CPA appropriation, some election-related agenda items, as well as a review of the Council on Aging theft and a comprehensive report on city property transactions. You may find the agena here.

Planning Board Meeting Agenda

The applicant, who is seeking to build a Taco Bell on the Stop & Shop parking lot, was scheduled to go before the planning board this past Wednesday. The applicant asked for the matter to be continued to a TBD planning board date. After hearing from residents who attended the two public meetings I hosted, the applicant wants to take some time to address the concerns expressed by residents. Thank you to those who attended and submitted your concerns via email.

When I learn more about this proposed project’s future, I will keep you informed.

Hi Neighbors,

I hope this email finds you well.

I don’t know about you, but spring can not come soon enough for me. My family is looking forward to spending more time outdoors with family and friends.

It’s been a busy few weeks in the community and on the council (see the Council Update below).

On Sunday, March 8th, I attended the Woodward School Irish Fest, featuring Devri Boston, the Boston Police Gaelic Column of Pipes and Drums, and a special appearance by the Mighty Quinn. This Irish Fest also featured the return of PaddyBarry’s pub - the mobile unit.

On Tuesday, March 10th, I held a community meeting at the Montclair School about a proposed accessory dwelling unit (ADU) project on Safford St. Thank you to those who attended.

On Wednesday, March 11th, I held a community meeting at the Wollaston Elementary School about a proposed Taco Bell in the parking lot at the Super Stop & Shop on Newport Ave. This project will go through the ZBA as well, and to the city council, as it is in a planned unit development (PUD) zone. I’m hosting a second meeting on this project - see below.

On Thursday, March 5th, I hosted a neighborhood meeting with my colleague, Councilor Maggie McKee, regarding a home project that abuts both Ward 3 and 5. I really enjoyed the constructive meeting with my colleague, the neighbors, and the owner, who is bringing great improvements to the long-time brightened property. I appreciate the constructive collaboration with my colleague Councilor McKee.

On the evening of Wednesday, March 17th, I had a full schedule: Quincy Veterans Council meeting, a Willard St Condo Association meeting, a community meeting for the proposed ENC campus acquisition, and a Quincy Rotary Club meeting. A very busy evening of back-to-back impactful community engagement.

On Friday, March 20th, in my role as Veterans Services Chair, it was a pleasure to meet the American Legion National Commander, Dan Wiley. We discussed the advocacy the American Legion conducts for veterans each day, including the recent controversial rule change relating to medical treatment and the impact on benefits that was fortunately halted due to such strong advocacy.

On Saturday, March 21st, I stopped by The Loft at Furnace Brook Golf Course to visit with parents of students from Central Middle School. So nice to see families from my middle school alma mater getting together to build community in support of the athletics program.

On March 22nd, I stopped by Star Market to contribute to Ava’s Eagle Scout project in support of Interfaith Social Services food pantry.

On Tuesday, March 24th, I attended the Quincy Chamber of Commerce Annual Meeting & Business Showcase, where my good friends (and fellow Rotarians) Karyn Smith (ward 3 resident) and Ed Keohane were inducted into the Quincy Business Hall of Fame. I was also pleasantly surprised to see another fellow Rotarian, Jennifer Ormond, awarded the Bruce Wood Business Grant. Such a fun evening!

Council Update

The City Council held three City Council Meetings and a few Committee meetings in March.

On March 2nd, in the Rules Committee, we codified the open forum at City Council Meetings with a positive recommendation - a valuable setting that allows residents the opportunity to provide comment at City Council meetings. In the ordinance Committee, we codified an extension to the auditor’s role, and in the City Council meeting.

On March 16th, we held an Ordinance Committee meeting where we took up the topic of elected official compensation, and a Finance Committee meeting where we took up an appropriation request to replace toxic firefighter gear.

On March 23rd, we continued the Finance Committee Meeting to complete the discussion about the firefighter gear appropriation request, and fortunately, we came to an agreement and voted to approve the appropriation. It was important to be thorough but efficient (a challenging combination) in handling this very important topic.

I plan to send out a separate communication soon about some of the business that’s been before the council that I’d like to expand upon and share with you. Coming soon!

Street Sweeping

Spring street sweeping in Ward 3 will occur on March 30-31. Please move your cars off the street where possible on these days. Street sweeping is important not only to keep the neighborhood looking great, but it’s also important for safety (improved vehicle traction), and it cleans the streets of trash that would otherwise clog the sewer system. Thank you for your help in keeping our neighborhood clean and safe.

On Tuesday, February 26th, I attended the Asian-American Association of Boston’s 15th Anniversary Fundraising Gala at Ming Seafood on Hancock St. Quite an impressive milestone for this impactful organization.

This past Friday night, I attended the halfway to opening party for the Wollaston Yacht Club at Break Rock Brewing. It was fun to see my fellow yacht club members and to remind each other that the season is fast approaching! It is fast approaching, right?

A proposal that has been brought to my attention in the area of 18 Douse Road. This portion of Douse Road on the border of Ward Three and Ward Five, thus I am teaming up with Ward Five Councillor Maggie McKee to host a Community Meeting to discuss the proposal. The Community Meeting is on Thursday, March 5th, at 6:30 pm at Charles A. Bernazzani Elementary School at 701 Furnace Brook Pkwy, to discuss a proposal at 18 Douse Road. The owner of this property is seeking renovate and construct an addition to the existing single-family residence located at 18 Douse Road. 239 Safford Street Proposal - NEW DATE

I will be hosting a Community Meeting on Tuesday, March 10th at 6:30 pm at Montclair Elementary School, located at 8 Belmont Street, to discuss a proposal at 239 Safford Street. The applicant JCBT Architecture is seeking a variance to structurally alter the existing detached garage at the premises numbered 239 Safford Street. After reviewing the proposal, I asked the applicant to participate in a meeting with residents before this is heard by the Zoning Board of Appeals. 65 Newport Avenue Proposal - NEW DATE

I will be hosting a Community Meeting on Wednesday, March 11th at 6:30 pm at the Wollaston School at 205 Beale Street, to discuss a proposal at 65 Newport Avenue. D.E. Foods, LLC is proposing the redevelopment of a portion of the existing surface parking lot to build a 2,210 sq ft Taco Bell restaurant with a drive-thru in the existing Stop & Shop parking area. After reviewing the proposal, I asked the applicant to participate in a meeting with residents before this is heard by the Planning Board. Property Tax Exemption Process & Timeline

This is information from the Assessor’s Office regarding the upcoming deadline for property tax exemption applications. The annual deadline to apply is April 1, which is the same deadline each year as determined by the state. Please note that the Assessor’s office automatically mails exemption applications each year to residents who have applied in the past.

What is an Exemption?

An exemption is a reduction in property taxes based on a qualifying circumstance. Eligibility requirements are determined by the State. This is not to be, but sometimes is, confused with an abatement. An abatement is a reduction in the property's assessment based on evidence provided during the abatement time period (Jan 1 - Feb 1).

How Can a Resident Apply?

Applications must be submitted to our office annually on or before April 1 and may be filed:

  • Online via eForms, Here is the link

  • By mail or in person, using a hard copy of the form

  • As stated, applicants from the prior year get the form mailed to them each July of the new fiscal year.

How Can a Resident, who has not applied before, Obtain an Exemption Form?

  • Requesting one to be mailed by our office

  • Picking one up at the Assessor’s Office, located on the 1st floor of City Hall

  • Downloading one of our pdf fillable forms from the forms section of our website and printing it at home/ at the library.

  1. Our annual “Understanding Your Taxes” booklet provides helpful information about property taxes and the services provided by the Assessor’s Office.

  2. Tax Deferral Program- Allows a property owner to postpone paying all or part of their property taxes to a later date instead of paying them when due.

    1. It is typically used when a property owner meets state eligibility requirements and needs temporary relief, often due to limited income or financial hardship. To continue deferring taxes, the owner must requalify each fiscal year, since approval does not automatically carry over. See attached document "What is a Tax Deferral" for more information

Vietnam War Veterans Day

The annual wreath-laying ceremony will be held on March 29, 2026, at 10:00 AM at the Vietnam Veterans Memorial Clock Tower in Marina Bay. Honoring 48 local residents who died in the Vietnam War, the event features a memorial roll call, three-volley salute, and wreath laying to remember the fallen.

18 Douse Road Proposal
A proposal that has been brought to my attention in the area of 18 Douse Road. This portion of Douse Road on the border of Ward Three and Ward Five, thus I am teaming up with Ward Five Councillor Maggie McKee to host a Community Meeting to discuss the proposal. The Community Meeting is on Thursday, March 5th, at 6:30 pm at Charles A. Bernazzani Elementary School at 701 Furnace Brook Pkwy, to discuss a proposal at 18 Douse Road. The owner of this property is seeking renovate and construct an addition to the existing single-family residence located at 18 Douse Road. 239 Safford Street Proposal - MAY BE RESCHEDULED DUE TO WEATHER - TBD

I will be hosting a Community Meeting on Wednesday, February 25th at 6:30 pm at Montclair Elementary School located at 8 Belmont Street, to discuss a proposal at 239 Safford Street. The applicant JCBT Architecture is seeking a variance to structurally alter the existing detached garage at the premises numbered 239 Safford Street. After reviewing the proposal, I asked the applicant to participate in a meeting with residents before this is heard by the Zoning Board of Appeals. 65 Newport Avenue Proposal - RESCHEDULED - TBD

I will be hosting a Community Meeting on Tuesday, February 24th at 6:30 pm at the Wollaston School at 205 Beale Street, to discuss a proposal at 65 Newport Avenue. D.E. Foods, LLC is proposing the redevelopment of a portion of the existing surface parking lot to build a 2,210 sq ft Taco Bell restaurant with a drive-thru in the existing Stop & Shop parking area. After reviewing the proposal, I asked the applicant to participate in a meeting with residents before this is heard by the Planning Board. Storm Update

February 23, 6 p.m. update:

About 1,000 homes remain without power, but consistent progress is being made by National Grid. The warming center at Quincy High School will remain in operation overnight for residents who have lost heat. If you need assistance, please call Emergency Management at 617-376-1105 or 617-376-1470. Crews are making great progress on roads, but work will continue through the night. Trash pick-up will occur tomorrow based on the one-day delay schedule this week.

City of Quincy Emergency Management Team

Neighborhood snow emergency parking rules will be in place beginning at 8 p.m. on Friday, February 6, 2026, and continue through Saturday, February 7.

Residents may park on the ODD numbered side of non-emergency neighborhood streets, keeping 20 feet from intersections, but should always park in driveways if available

Parking is prohibited on all designated emergency arteries, although enforcement in business districts will only occur if necessary during the overnight hours.

Residents on side streets posted permanently as one-sided parking should park on the side always allowed.

Cars parked in violation of emergency rules or that impede snow plowing operations pose a public safety risk and are subject to being towed. Regardless of parking rules, vehicles determined to be in obstruction of snow removal or emergency vehicles are subject to towing if not moved.

With temperatures expected to drop, residents who lose power or heat can call the Department of Emergency Management at 617-376-1105. Information from National Grid is available at https://outagemap.ma.nationalgridus.com/

Community Events

State of the City Address

Monday, February 9th, 2026, at 7:00 PM at Quincy High School, Mayor Koch will provide the State of the City Address. The address will also be available live on Comcast Channel 9 & 1072, as well as on QATV.org, if you cannot attend in person.

2026 City Census

The city asks that residents update their information and return the census form as soon as possible in the postage-paid envelope provided. Please look out for your form in the mail soon.

Compliance with the City Census is a state requirement, which provides proof of address for school-age children, voting rights, veteran's bonus, housing, and related benefits - as well as to ensure voters remain on the active voting list.

Quincy Youth Softball Signup

Registrations open on Wednesday, February 11, 2026, at 8:00 AM, and the season starts mid-April.

Presidents’ Day WinterFest

Monday, February 16th, 2026, from noon - 5:30 PM, enjoy this free annual event at Hancock-Adams Common. Fun for the whole family.

#6 Ward 3 Winter 2026

Hi Neighbors,

I hope this email finds you well and warm in these cold winter months.

My family had a wonderful holiday break with everyone home for the festivities. We also hosted Christmas dinner for the first time, which we really enjoyed. Then we rang in the new year as we have done for the past 15 years with friends on Great Hill in Houghs Neck.

On Monday, January 5th, the City of Quincy held its city council swearing in cermoney. I was so happy to see so many friendly faces in attendance.

A few days later, I also attended the Quincy School Committee swearing in cermony welcoming new members Tom Leung and Kate Campbell, as well as returning member Tina Cahill. My wife, Kathryn Hubley, was unanimously elected by her peers to serve as Vice Chair for the committee. Congratulations to all!

On Monday, January 19th, I had the pleasure of attending the City of Quincy Martin Luther King Jr Breakfast featuring an engaging speech by Brigadier General Enoch Woodhouse (aka “Woody”). Our scouts were in attendance in full uniform. You can watch segments of the speech here.

This past Sunday, I was happy to represent the City of Quincy on a panel at a showing of the Inundation District documentary at the Thomas Crane Public Library. It is a thought-provoking film and an engaging discussion sponsored by the Neponset River Watershed Association and QCAN.

Council Update

On Tuesday, January 5th, at 7:30 PM, the council held its first meeting with a full agenda. I expected the meeting to go on for several hours, given the ambitious agenda, but instead, the meeting only lasted about 35 minutes. Through parliamentary procedure, one of the council members objected to the open forum and the elected official compensation agenda items. The objections deferred the items to the next meeting. I’m disappointed that these items were not referred to the subcommittee to be vigorously discussed. You may watch the meeting on YouTube here.

Last Night the city council met and moved forward with several agenda items, including previously deferred items relating to elected official compensation, transparency, and public input. You may watch the meeting on YouTube here.

I put forth a resolution in support of the Massachusetts House bill H.91 and Senate bill S.2556 to modernize funding for Community Media, notably Quincy Access Television. As the media landscape evolves, our funding for public, government, and education (PEG) access television needs to evolve with it, and I commend our state delegation for their efforts.

I also put forth a resolution to review resident interactions with City Hall and Opportunities to Expand Access to Online City services. The city IT team does a great job making online options available to residents for any number of important services. The city staff does a great job at supporting residents with in-person support or by phone at City Hall. This resolution will help us understand and recommend areas of improvement for online access, freeing up resources to provide even greater support for in-person and phone support. This is the first in a series of resolutions I have planned for the Municipal Technology committee I chair.

Last but certainly not least is the winter storm that we are still digging out from. Thank you to all the residents who reached out to help identify problem areas with snow removal. The DPW is still working very hard to clear the 90 miles of designated sidewalks, prioritizing schools, essential services, and primary pedestrian routes. This work is challenging because the snow needs to be hauled away, which causes street closures. The latest update from Mayor Koch can be viewed below.

At the next council meeting, we will be hearing from DPW and other departments about the snow removal process and protocols. You can find the agendas at this link when they become available. I am deeply thankful for the hard-working city employees who have put in long hours to help keep our community safe.

Stop the Stigma 5K

On Saturday, April 5th, Interfaith Social Services will host the Stop the Stigma 5K each year to support our loved ones, challenge stereotypes, encourage acceptance, and eliminate stigmas, all while raising funds for our New Directions Counseling Center. Registrations are now open for Interfaith Social Services’ Stop the Stigma 5K.


Ward 3 Projects

The Bog

Work crews expect to complete the much-needed maintenance work at the Bog, which includes dredging the waterpathways, adding two access gates and access paths, and sealing leaks in drain pipes. See my previous Quick Note for more information about that project.

Volunteer Opportunities

In these cold winter months, getting out of the house to serve the community can be an uplifting experience. In this newsletter, I am highlighting Quincy Community Action Programs (QCAP). QCAP is the leading private, nonprofit organization in the Greater Quincy area dedicated to reducing poverty and helping low-income residents achieve financial stability and security.

QCAP has a food pantry that needs volunteers. You can find the volunteer job description here and contact Anna Debiasi for more information.

If you are feeling ambitious, you can get together with some friends and organize a food/essential items drive. You can find a list of food and essential items needed on the QCAP website. Please contact Anna Debiasi to coordinate the delivery of collected items.

For the past several days, I’ve been checking in on all parts of the Ward and reporting snow removal issues to the DPW team. Thank you to the DPW team, who are working incredibly hard to dig us out, and thank you to all the residents who have been reporting snow challenges as well.

The priority for snow removal continues to be the designated pedestrian paths around schools, essential services, and the business districts. Much of this work is occurring in the evening because the snow needs to be hauled away, which requires road closures. If you have questions about any pedestrian path, please let me know, as I’ve grown quite familiar with them at this point.

While I am committed to keeping you informed, my notices may not always contain the most up-to-date information for storms and other emergencies. For this reason, I strongly encourage residents to also sign up for the Alert Quincy Emergency Notification System. The city employs a multi-modal communication system and is staffed for emergency purposes to keep residents informed and safe.

The forecast for a powerful storm continues to show it moving eastward out to sea, but there is still potential for coastal areas to see impacts from Sunday morning through Monday.  Residents in flood-prone coastal areas should take the appropriate precautions.  All City of Quincy storm operations are in place.  Residents who experience flooding can call the DPW 24-hour hotline at 617-376-1910 or the Department of Emergency Management at 617-376-1105.

The conditions for this storm – including wind direction and ice covering portions of Quincy – appear similar to a storm in January of 2018, which caused flooding to the Rhoda Street/Rockland Street areas of Houghs Neck.  Residents should plan accordingly.  For more information, www.quincyma.gov

The largest snowstorm in a number of years is forecast for Quincy this weekend. Snow emergency parking rules will be in place in neighborhoods beginning the night before the storm is expected -- 6:00 p.m. Saturday, January 24, 2026 -- to assist in preparations and facilitate adherence to parking rules.

Trash collection is postponed on Monday, January 26, and will follow a citywide one-day delay for the rest of the week, similar to a holiday schedule.

Residents may park on the ODD numbered side of non-emergency neighborhood streets, keeping 20 feet from intersections, but should always park in driveways if available
